what is the correct local rule for electric pilons and other pilons which are located bang in the middle of fairways and invariably tend to spoil a well hit golf shot from the Tee. Can the local rule make this pilons as immovabale obstructions and part of the course? Should these be not declared as immovable obstructions from which the player is allowed a reshot without penality

As per the R&A rules, immovable obstruction is NOT for ball in flight. Therefore, these specific cases like electric pilons, wires across the fairway etc... are generally local club rules. In most of the courses (Like in Hindon, Army golf course etc) ... the local rule is "You take a re shot without penalty, however only in the case of hitting from the fairway".

Your local course or club can enact rules specific to conditions at your course, as long as they do so in accordance with the guidelines set forth in Appendix I (covering Local Rules) to the Rules of Golf which states that the golfer is required to replay the stroke without penalty. There is no golfer's option if the rule is in effect.
