the rule implies only to local club rule for that golf club. As I understand, in accordance with USGA rule on out of bounds rule 18 it is to be played with stroke and distance rule and one would be teeing off from the tee as 3 rd shot. taking the measure as where the ball crossed the course perimeter is only for local club rule to speed up the play.
